Foo’s career spans decades of leadership in the industry, including senior roles at Baharuddin Ali & Low Sdn. Bhd. and as Executive Vice President before co-founding FPS in 1995. Steven brings over 35 years of experience in quantity surveying and construction cost management. Holding a Master’s degree in Construction Economics and Management from University College London and a Bachelor’s degree with Commendation in Quantity Surveying from the University of Westminster, Steven is a Chartered Member of the Royal Institution of Chartered Surveyors and a Consultant Quantity Surveyor with the Board of Quantity Surveyors Malaysia. His career spans international and local expertise — from serving as Executive Vice President at Baharuddin Ali & Low Sdn. Bhd. to advising major developments in Jakarta. Since founding FPS in 1995, Steven has been instrumental in shaping the firm’s vision and reputation as a trusted partner, guiding projects with foresight, strategy, and unwavering integrity.

Lim brings nearly three decades of experience in quantity surveying and cost management. He holds a B.Sc. (Hons.) in Building Economics & Management from Universiti Sains Malaysia and is a Member of the Royal Institution of Surveyors, Malaysia as well as a Consultant Quantity Surveyor with the Board of Quantity Surveyors Malaysia. Having joined FPS in 2003 and appointed Director in 2007, Lim has become known for his precision and reliability in managing complex developments. Rene brings two decades of experience in quantity surveying and construction cost management. She holds a B.Sc. (Hons.) in Building Contract Management from Liverpool John Moores University and is a Member of the Royal Institution of Surveyors, Malaysia as well as a Consultant Quantity Surveyor with the Board of Quantity Surveyors Malaysia. Starting with FPS in 2004 as a Quantity Surveyor, Rene advanced quickly to Associate Director and was appointed Director in 2013. Celeste brings two decades of experience in quantity surveying and cost management. She holds a B.Sc. (Hons.) in Housing, Building & Planning from Universiti Sains Malaysia and is a Member of the Royal Institution of Surveyors, Malaysia as well as a Consultant Quantity Surveyor with the Board of Quantity Surveyors Malaysia. Joining FPS in 2005, she rose to Associate Director before being appointed Director in 2013. Janice brings over 25 years of experience in quantity surveying and construction cost management. She holds a Higher National Diploma in Quantity Surveying from Nottingham Trent University, UK. Janice began her career as an Assistant Quantity Surveyor with Baharuddin Ali & Low Sdn. Bhd. and Suremax Builders Sdn. Bhd. before joining FPS in 2002. Rising through the ranks to Associate Director and later Director in 2013, Janice has built her career on extensive project experience and steady leadership. Siao Vern brings over a decade of experience in construction cost management and quantity surveying. She holds a B.Sc. (Hons.) in Quantity Surveying from Universiti Tunku Abdul Rahman and is a Member of the Royal Institution of Surveyors Malaysia as well as a Consultant Quantity Surveyor with the Board of Quantity Surveyors Malaysia. Since joining FPS in 2011, she has managed a wide range of projects, from landed housing and mixed-use developments to large-scale commercial and luxury residential projects valued up to RM638 million. Ives brings over a decade of experience in quantity surveying and cost management. Ives is a Consultant Quantity Surveyor with the Board of Quantity Surveyors Malaysia. Since joining FPS in 2012, he has overseen major developments including the RM1.2 billion Uptown Phase 2 in Damansara, large-scale condominium projects such as the 3,500-unit SASaR in Bandar Tasik Selatan, and key infrastructure works. Recognised for his precision and strong project oversight, Ives continues to play a vital role in delivering cost certainty and value-driven outcomes for FPS clients.

Tan has been with the firm since 2010 and brings more than a decade of project experience across residential, commercial, and mixed-use developments. Her portfolio includes large-scale service apartments, high-rise residential towers, and affordable housing projects in Kuala Lumpur and beyond, with contract values ranging from multi-million to billion-ringgit developments. Cindy has more than two decades of experience in cost management and project delivery. Since year 2000, she has overseen a wide range of developments, from large-scale residential and township projects to commercial and healthcare facilities. Her portfolio includes complex mixed-use developments, industrial works, and major infrastructure support projects for leading developers across Malaysia.
